"The PLO is getting more crafty, wily and duplicitous. The PLO is a terrorist organization. It destroyed Lebanon; it would, if it could, destroy Jordan and someday it would destroy Israel if it could get its first toehold!' Speaking at the 74th an- nual dinner on behalf of the Beth Yehudah Schools — Yeshivath Beth Yehudah and the Sally Allan Alexander Beth Jacob School for Girls — Mayor Koch said the PLO is pulling a "con job" on the U.S. just so it can be a partner in peace negotiations with Israel. "The PLO is beclouding the issue by saying they accept UN resolutions 242 and 338. What an outrage!" Koch ex- claimed. He was grateful to President Reagan and President-elect George Bush for rejecting the PLO's desire to be a negotiating partner because its mandate doesn't "meet the conditions" for joining the peace discussions. He paid tribute to President Reagan for his Israel policy, calling him "Israel's best friend!' Koch also expressed the wish that President-elect Bush be "as strong on Israel as he was speaking to Jewish groups before the election. I believe he will be. I want to help him become a good presi- dent!' Koch told the 1,980 guests at the dinner that Egypt and Jordan are "scared to death of the PLO!' He reminded his audience that Egyptian Presi- dent Anwar Sadat was assassinated because he wanted to make peace with Israel. "I admired him," Koch said. "He was an enormous presence in the Mideast." He explained that Jordan's King Hussein fears the PLO because his grandfather was killed since he, too, wanted peace with his Israeli neighbor. "Israel can never be afraid," Koch warned. "Israel can never lose its first war because then it's over!' The mayor told his audience that the U.S. must not "threaten Israel. We are allies and we have to keep them (Israel) as allies!' Mayor Koch blasted the in- crease of drug abuse in the U.S. calling it the "scourge of America!' "I have no compas- sion for drug pushers and users, none. They're making our streets unsafe. How long before we wake up and take the consitutional action that's required? Whatever it takes to make America safe within constitutional protections, let's do it!' As a solution to dealing with drug pushers, Koch suggested prison camps for drug pushers in the deserts. He estimated there are 200,000 heroin users in New York, 500,000 across the U.S. and nearly six million co- caine users throughout the country. Calling himself a proud Jew, Koch said Jews have sur- vived oppression through history. "There must be some special tie with God that we have to come through the op- pression," Koch mmused. "We never shun or run from the word `Jew! You see before you a proud Jew!' The dinner paid tribute to Mrs. Hannah Karbal, a long-
