There was, he told them
bluntly, no hope of a military
solution to their problems
with Israel; diplomacy was
the only course. Then, to
underline the point, he pub-
licly informed the Syrian
leader at a state banquet in
Moscow that the absence of
relations between the Soviet
Union and Israel was
"abnormal?'
Key Arab leaders believe
that Soviet Foreign Minister
Eduard Shevardnadze will
visit the region before the end
of the year to reinforce the
Gorbachev message and to
strengthen the fragile new
Arab peace coalition.
In an interview last week,
Jordanian Foreign Minister
Taher al-Masri implicitly con-
firmed the Soviet involve-
ment in recent diplomacy and
welcomed the prospect of a
Shevardnaze visit: "We follow
with great appreciation the
efforts of the Soviet Union
towards bringing the parties
closer to each other," he said.
"In the last few months, they
have been very helpful
indeed."
But what will be the fate of
Moscow's peace initiative if,
as seems likely, the govern-
ment of Israel rejects any sug-
gestion of an international
peace conference and terri-
torial concessions?
Such an eventuality would
be a serious blow to Soviet
plans, according to observers,
but not necessarily a fatal
one. Gorbachev will no doubt
be looking to the new Bush
administration — strongly
supported by its West Euro-
pean allies — to follow his ex-
ample in the Arab world and
exert powerful pressure on
Israel.
For his part, Gorbachev is
expected to adopt a low-
profile, non-threatening ap-
proach to Jerusalem. Such
uncharacteristic sensitivity
was evident during the recent
Israeli election campaign,
when Moscow refrained from
openly endorsing Labor Party
leader Shimon Peres, who
favors an international peace
conference, territorial conces-
sions and Soviet involvement.
Nevertheless, the Soviets
did send two veiled messages
to Israeli voters:
