Zionist nature of the state."
The president also criticized
expressions of anti-Orthodox
sentiment. He called for toler-
ance and told Shamir, "I hope
the government you will set
up will have the good sense to
serve as a bridge. . . in accor-
dance with the spirit of the
Declaration of Independence:'
Shamir promised to carry
out his task as expeditiously
as possible. The law gives him
21 days to form a government,
and he may ask for another
21 days extension if
necessary. He pledged that
the new government would
make "an enormous effort to
advance peace with our
neighbors."

Israelis Rally
For Reforms

Tel Aviv (JTA) — Israelis of
varying political persuasions
made it clear last weekend
that they are fed up with the
system of proportional repre-
sentation that allows minor-
ity parties to seize the
balance of power in the
Knesset and hold the nation
hostage to their demands.
Tens of thousands of mem-
bers and supporters of the
Labor and Likud parties and
those to the right and left of
them, demonstrated in a driv-
ing rain storm last Saturday
night for swift overhaul of the
political machinery.
Assembled in Malchei Yis-
rael Square by the Public
Committee for a Constitution
for Israel and the Committee
of Concerned Citizens, they
urged Labor and Likud to join
forces in a temporary
emergency coalition govern-
ment.
The coalition would be in of-
fice for no more than six
months and its sole purpose
would be to enact electoral
reform. The present election
system based on party lists
would be replaced by direct
constituency elections.
The banners and slogans
demonstrators carried along
with their umbrellas made
evident the deep revulsion
felt by secular Jews in Israel
over the price the ultra-
Orthodox parties are deman-
ding for their participation in
a new coalition government.
The religious parties
emerged from the Nov 1. elec-
tion with 18 Knesset seats
among them, making it vir-
tually impossible for either
Labor or Likud to establish a
government without them.
Labor and Likud, with a
combined total of 79 Knesset
seats, could in theory enact
reforms in a temporary coali-
tion set up for that purpose.
