A GREAT In another development, in Washington, D.C., Reagan ad- ministration officials and American Jewish leaders seem to anticipate few major changes in whatever new Israeli coalition finally emerges. Despite some initial worries that the Israeli election might result in a more hard- line policy, a consensus now appears to be emerging that Shamir, should he be named Prime Minister again, will not depart radically from Israel's stance on the peace process, although the idea of an international conference is dead for now. Nor is Shamir expected to give in to all the demands of the religious parties. He does not want a major rift with American Jewry, nor does he want to alienate the secular majority of the Israeli public by further restrictions on such Shabbat activities as soccer games. Reagan Signs Anti-Genocide Chicago 6 (JTA) — Presi- dent - Reagan has signed legislation implementing a 40-year-old international treaty that bans acts of genocide, making the United States the 98th country to support the pact. The Genocide Convention Implementation Act amends the federal criminal code to make genocide a federal of- fense. It defines genocide as "the specific intent to destroy, in whole or in substantial part, a national, ethnic, racial or religious group!" Reagan signed the act in a brief ceremony last week at a military facility near Chicago's O'Hare Airport. The United Nations ap- proved the International Con- vention on the Prevention and Punishment of the Crime of Genocide, in response to the systematic killing of six million Jews by the Nazis. However, although President Harry Truman submitted the bill ratifying the accord to the Senate in June 1949, it did not pass that house until February 1986. The legisla- tion implementing the treaty cleared Congress last month. A small number of conser- vatives had stalled the bill in the Senate since 1949, arguing that the law would undermine the constitutional rights of Americans and would infringe on U.S. sovereignty. The act provides that per- sons convicted of committing genocide face a maximum penalty of $1 million in fines and life imprisonment. SALE " .
