tion, but their recollection
has shaped a more humane
policy.
In 1979, Vice President-
Walter Mondale invoked the
memory of Evian as he call-
ed for "a world solution to the
world problem of the boat peo-
ple."
The United States took the
lead, and other Western coun-
tries followed. Within
months, new homes were
found throughout the West
for the boat people of
Southeast Asia.
In 1984, Vice President
George Bush secretly
negotiated the transport of
Ethiopian Jews trapped in
the Sudan. Quiet diplomacy
resulted in the heroic rescue
of a stranded people.
Among the Jewish refugees
who sought entry into the
United States in the 1930s
and eventually found their
homes here were two Nobel
Peace Prize winners and cur-
> rent Assistant Secretary of
State for Human Rights and
Humanitarian Affairs
Richard Schifter. They were
but a few of those who could
have been saved.
In the past half century,
there have been other
refugees escaping desperate
conditions who have sought
entry to our shores. When we
have acted with compassion
and generosity, the United
States has benefitted from its
new citizens.
As we recall the failure of
Evian on its 50th anniversary
this summer, we are forced to
confront bitter memories, but
the recollection of failure car
prevent its repetition.

cepting a request by Arab
countries, is scheduled to
meet here to discuss the
Palestinian uprising in the
West Bank and the Gaza
Strip despite the fact that the
issue was not on its agenda.
The Palestinian National
Council is expected to meet
shortly in Algeria, and
diplomats said that the Arab
needed the special meeting
on the uprising to save face,
after they suffered a major
defeat in their attempt to oust
Israel.
The vote on the move to
oust Israel was defeated 95 to
41.
