Washington, D.C. (JTA) — A
Department of Education of-
ficial who oversees a grant
program that has refused to
fund a Holocaust education
project since 1986, last week
denied charges that the deci-
sion was a result of right-
wing influence.
Shirley Curry, director of
the department's School
Recognition and the 14-year-
old National Diffusion Net-
work programs, said there is
"nothing anti-Semitic about
anything going on here." She
explained that none of the 35
programs the NDN funded in
1988 were in history, geo-
graphy or civics, which would
include Holocaust education.
The program in question,
"Facing History and Our-
selves," designed for students
in junior high and senior high
school, has been refused
federal funding for the last
three years.
Max McConkey is executive
director of the National
Dissemination Study Group,
a professional association of
500 educators that works
with many recipients of NDN
grants.
He said there was "nothing
directly to indicate" that anti-
Semitism played a role in the
decision, but said that the
department eliminated that
class of programs in 1988 as
part of a strategy to assure
the course was not funded.
Curry is a former director of
Schlafly's Eagle Forum.
Curry added that the
strength of a program's
private funding is not "gen-
erally considered" in funding
decisions, but that those who
operate the Holocaust pro-
gram "have got plenty of
money."
Margot Stern Strom, execu-
tive director of "Facing
History and Ourselves," who
was seeking $70,000 from the
Department of Education,
said her group operates on a
$1 million budget, raising
funds primarily in the cities
where the program is being
taught. She said that 500,000
students witness the program
each year.
Strom said the $70,000
would have been used to fund
programs in Maine, South
Boston and Albuquerque,
N.M., among other places.
Schlafly, speaking from her
home in Alton, Ill., said that
not only should the govern-
ment not be in the business of
funding education curricula,
but especially not "psycho-
logical" matter without
parental consent.
She said that student jour-
nals of their experience in the
course showed that it had a
"disturbing, depressive effect
on children."
Strom said that the course
makes children are uncomfor-
table, but that it the children
are happy to have enrolled in
the course.
Abraham Foxman, national
director of the Anti-Defama-
tion League of B'nai B'rith,
called the program's rejection
"astonishing and distressing"
especially since the fiscal
year ended four days before
Reagan's appearance Wednes-
day at the cornerstone dedica-
tion for the U.S. Holocaust
Memorial Museum.
Rep. Sidney Yates (D-Ill.)
wrote Education Secretary
Lauro Cavzos Oct. 6, urging
him to "ascertain the kind of
thinking that pervades the
Department of Education at
this time." An aide to Rep.
Charles Schumer (D-N.Y.)
said the lawmaker plans to
meet with Cavzos early the
week of Oct. 9 to discuss the
decision.

ly Shabbat morning nursery
