I NEWS I The new look for 1989 now at ir & Nails LA ROCHE LC f ITCH! 27 Parties On Israeli Ballots Jerusalem (JTA) — The Central Election Committee gave its formal approval last week to 27 party lists that will compete in the Knesset elections on Nov. 1. Of the 27 parties now on the ballot, 14 are new ones, seeking Knesset representation for the first time. The fate of a 28th, Rabbi Meir Kahane's Kach party, is in the hands of the High Court of Justice. The court is hearing argu- ments on an appeal of the election committee's recent decision to disqualify Kach from running. Kahane's faction was barred from the election on grounds that it is racist and opposed to the democratic nature of the state. The High Court opened hearings Tuesday and was to resume them Thursday. The polls predict a close race between Likud and Labor. Israelis vote for parties, not candidates. Knesset seats are apportioned to the parties based on the percentage of votes each party wins. The party with the most seats in the 120-member chamber is asked by the president to try to form a governing coalition. In order to govern, a coalition must be able to muster a 61-vote majority. Europe Signs Agreement With State Of Israel Strasbourg, France (JTA) — The Parliament of Europe voted overwhelmingly last week to approve three economic agreements with Israel it had rejected in March. The accords first were signed by Israel and the 12-nation European Com- munity in 1987. The financial agreement was endorsed by a 314-25 vote, with 19 absten- tions. Ratification requires a minimum of 260 votes. This was a major victory for Israel and reversal of senti- ment in the 518-member par- liament, which is the Euro- pean Community's legislative body. The outcome was virtually assured when Claude Cheys- son of France, the communi- ty's commissioner for Mediterranean policy, sub- mitted a written statement that Israel will not hinder Palestinian agricultural ex- ports from the West Bank and Gaza to the European Com- mon Market.
