A softening of the PLO line
toward Israel has been given
added momentum by Egyp-
tian President Hosni Muba-
rak, one of Arafat's most con-
sistent supporters in the Arab
world.
In recent weeks, Mubarak
has campaigned publicly for
the PLO leader to unam-
biguously renounce terrorism
and recognize Israel. Private-
ly, the Egyptian leader has
reportedly warned Arafat
that if he does not act
decisively, he risks losing his
influence — and eventually
his leadership — over the
Palestinians in the West
Bank and Gaza Strip.
Mubarak's motives are not
entirely selfless: He is cur-
rently courting Western
leaders in a desperate bid to
win additional aid in his
struggle to deal with a
deepening economic crisis at
home.
Egypt, which has a debt
burden of $43 billion, has
balked at the draconian
austerity measures pre-
scribed by the International
Monetary Fund. Such mea-
sures raise the specter of
serious social dislocation and
could threaten the increas-
ingly vulnerable Egyptian
regime.
Aware of these dangers,
Mubarak is eager to win favor
among Western leaders by
persuading them that he, per-
sonally, exercises significant
clout within the world of
Palestinian politics and is an
essential element in any
future peace moves.
