The statement, issued Mon- day by the Commission on Social Action of Reform Judaism, named no culprit. The ACLU has become an issue in the presidential race between Vice President George Bush, the Republican candidate, and Gov. Michael Dukakis of Massachuetts, his Democratic opponent. Bush has referred to Dukakis as a "card-carrying member" of the ACLU, a phrase that gained currency with respect to the Com- munist Party during the hey- day of Sen. Joe McCarthy. 'Who Is A Jew' Is Discussed Jerusalem (JTA) — The American Jewish Congress approved a resolution at its 70th annual convention this week urging Israel's political parties not to use the inflam- matory "Who is a Jew"issue as a bargaining chip should they need to form a coalition government after the Nov. 1 elections. The resolution, adopted unanimously, stated that any change in Israel's Law of Return altering the definition of a Jew would undermine the unity of the Jewish people and alienate the vast majori- ty of American Jewry.
