WUJS leaders in Jerusalem
would not be deterred. Inter-
national pressure may im-
prove the situation, and they
were encouraged by the re-
cent release of all Jewish
prisoners who were arrested
for trying to leave the coun-
try. Their release followed ef-
forts on their behalf by the
American government, par-
ticularly by U.S. Reps. Mickey
Leland of Texas and Gary
Ackerman of New York.
The views of Israel's last
ambassador to Addis Ababa,
Hanan Aynor, an African ex-
pert who worked in the
Foreign Ministry for over 30
years also encourage them.
Now a researcher at the
Truman Institute at the
Hebrew University, Aynor
said that recent changes in
Ethiopia's situation have
made it more open to interna-
tional pressure.
The Soviet decision to

reduce its military com-
mitments in Asia and Africa,
he said, has led Ethiopia to
look to the west for economic
support.
"This is the historic mo-
ment," he said, "to mobilize
western public opinion
through a well-organized peti-
tion addressed to the Ethio-
pian government and directed
to arouse widespread interest
in the plight of Ethiopian
Jewry."
Such a petition could create
"its own political momentum
and finally oblige the Ethio-
pian authorities" to show
more consideration for re-
quests for family reunifica-
tion.
The WUJS is continuing its
efforts on behalf of Ethiopian
Jewry despite lack of total
U.S. support and are sponsor-
ing a sale of African-style
bracelets to arouse public
opinion.

Abba Eban Skeptical
About PLO Moderation

New York (JTA) — Like the
Labor Party he has served for
his entire political career, Ab-
ba Eban has greeted the
Palestine Liberation Organi-
zation's latest hints of
moderation with a mixture of
enthusiasm and skepticism.
Unsure whether the 12-
nation European Parliament
would support a Palestinian
declaration of independence
when PLO leader Yassir
Arafat met with them, Eban
made cautionary stops in
Rome, Madrid and Brussels
on behalf of his party col-
league, Foreign Minister
Shimon Peres
"I wanted to say to the
Europeans that we should all
note with some degree of
satisfaction that there seems
to be a growth of rational con-
sciousness (within the PLO),
but we shouldn't pluck the
tree before it is ripe," Eban
said during an interview last
week.
"I offered a proposal of cau-
tion, saying they should be
sanguine to some degree, but
shouldn't go overboard in
recognizing unilateral pro-
clamations or telling the
Palestinians that they are
fine fellows and have done
enough.
