were the two vice presidential
candidates, Sens. Lloyd Bent-
sen (D-lexas) and Dan Quayle
(R-Ind.).
Meanwhile, there are cur-
rents of conflict between
Jewish groups over the issue.
The major pro-Israel lobby,
the American-Israel Public
Affairs Committee (AIPAC)
has been marshalling its
forces to block any attempt to
grant a visa. But other groups
— including the Anti-
Defamation League of the
B'nai B'rith, the American
Jewish Congress and the
American Jewish Committee
— have taken a more cautious
attitude towards the possible
visit by the PLO leader.

Battle Continues
For Hate
Crimes Bill

The recent synagogue tor-
ching in New York has given
new impetus to the push to
pass a hate crimes statistics
bill in the waning days of the
congressional session.
But the current measure,
which was passed by the
House in the spring and is
now working its way through
the Senate, is facing an uphill
battle against an array of
political and procedural
considerations.
Last week, meetings de-
scribed as "highly delicate"
took place between opponents
and supporters of the legisla-
tion, including Sen. Paul
Simon, (D-Ill.) and Sen. Jesse
Helms, (R- N.C.). Helms has
been fighting the legislation
because of language calling
for the inclusion of statistics
on crimes based on the sexual
preference of the victims.
But the bill is also being
slowed down by a hold on
legislation by conservative
senators angered by what
they see as a Democratic stall
on administration judicial
nominees.
The Anti-Defamation
League of the B'nai B'rith,
the group that has taken the
lead in the hate-crimes push,
has been in the thick of the
complex negotiations. "We're
very hopeful," said the ADL's
Jess Hordes. "But it's at a
very delicate stage."
Meanwhile, the confusing
variety of statistics about
anti-Semitic and other ethnic
violence points to the press-
ing need for a standard data-
collection and reporting
process.
According to ADL statistics,

recent years have shown a
general decrease in anti-
Semitic incidents. But there
have been troubling excep-
tions to that trend; last year
saw a slight increase in these
kinds of crimes, and the
figures for the first half of
1988 show an alarming
increase.
And for the first time, ADL
experts report, a significant
proportion of anti-Semitic in-
cidents were tied to Israel's
problems.

Iraqi Media
Attacks U.S. For
Israeli Ties

As Congress completes
action on serious sanctions
against Iraq in response to
that country's use of chemical
weapons, the Baghdad media
have gone into overdrive in
attacking Capitol Hill.
According to official Iraqi
spokesmen, Congress has
become the "American
Knesset" by approving a
package of sanctions that will
prevent the sale of military
equipment to the Baghdad
regime.
And First Deputy Prime
Minister Taha Yassin
Ramadan charged that Con-
gress is "a Zionist council
with an American cover."
Legislators here were not
impressed by the charges.
"This comment is entirely
in keeping with Iraq's
previous accusations that
sanctions were the work of
the "Zionist lobby," said Rep.
Howard L. Berman, (D-Calif.),
who played an instrumental
role in guiding the sanctions
package through the House.
"And it is further evidence
that their solicitous behavior
towards us while at war with
Iran were entirely oppor-
tunistic."
