work force. But in order to at-
tract Jews, they will have to
raise salaries and make con-
struction work "respectable"
again.
It will take time, since most
laborers have abandoned the
profession and a whole new
generation will have to be
trained. Meanwhile, builders
are considering other options.
"We want to import workers
from Portugal, Turkey and
Japan — who outperform
both Jews and Arabs — but
the government is limiting
us," Yisrael says.
At the Off Yerushalayim
chicken-slaughtering plant,
where 300 out of 500 workers
are Arab, the company is in-
vesting in a range of ultra-
modern equipment to reduce
its dependence on Arab labor.
The labor-intensive indus-
tries are likely to find that the
combination of increased
automation and better work-
ing conditions will bring Jews
back to manual labor.
On two levels, such a return
would be in the national in-
terest. First, manual labor
among Jewish workers would
decrease the unemployment
rate. The Israeli government
and the Histadrut labor fed-
eration are increasingly less
involved in the actual produc-
tion of goods, which means
that increasingly the econo-
my is controlled by private
businessmen. These business-
men are more concerned with
efficiency and profits than in
providing employment for its
own sake. Recently, for exam-
ple, the Alliance Tire com-
pany in Hadera was closed,
with 1,100 workers fired.
Manual labor could absorb
many of these workers.
Second, many authorities
perceive a "decline" in com-
mitment to Israel. This, they
say, is due to the growing
distance between the people
and the land. Israeli army of-
ficers, testifying before the
Knesset Education Commit-
tee, said that youngsters to-
day don't feel the same
attachment to the land that
their fathers felt, and that
this has affected their moti-
vation to fight.
• "We did not come here to
employ Arabs on the very
land where they once lived,"
said Ya'acov Hirsch, of Mosh-
av Lachish, an agricultural
settlement in the south.
"Arab labor is a tragedy for
the State of Israel."
