Today the Home cares for 418 residents at three facilities. In addition, two day programs are offered for older adults living at home. The LeVine Institute on Aging has also been created within the structure of the Home to explore the aging pro- cess and introduce educational programs. For Jews around the world, it will be a time to reflect on the events of the past year, to renew our commitments and to pray for a good year to come. For Soviet Jewry advocacy, this has been an uplifting year. Last fall, we were elated when many long-time Soviet Jewish refuseniks, including Ida Nudel and Vladimir and Masha Slepak, were finally permitted to emigrate to Israel. In the months leading up to the December summit between President Reagan and General Secretary Gor- bachev in Washington, D.C., Jewish federations across the continent formulated plans to send a strong message to the Soviet government regarding human rights. Our message was heard on Dec. 6, when a quarter of a million Jews were mobilized for a historic march and ral- ly on the Washington Mall in support of freedom for Soviet Jews. This message must be sounded over and over again in the year ahead. On the domestic front, the Jewish community also made progress in addressing a number of vital issues, in- cluding outreach to the next generation, long-term health care insurance for senior citizens and the special needs of Jews with disabilities. However, this year also brought continued anguish over the situation in Judea and Samaria — the West Bank and Gaza. Amid distur- ing media reports of conflict, tension and bloodshed in Israel's territories, we struggled to understand the complexities of the problem and to show our continuing support for Israel. In recent months, there has been a flurry of peace in- itiatives concerning Israel and the Palestinians. During these difficult times, we must pursue every possible path to ensure peace and harmony within Israel, between Israel and its neighbors and in the entire Middle East region. Very shortly there will be major elections in both the United States and Israel. Since it is likely that the Mandell Berman of Detroit is president of the Council of Jewish Federations. Mandell Berman 1 government officials who are elected wil play a significant role in any future peace negotiations, it is crucial that we make an effort to unders- tand the issues and to exer- cise our right to vote. In North America, recent studies indicate that Jews are no longer voting in as disproportionately high percentages as before. Therefore, the Jewish com- munity must step up its ef- forts to combat apathy and to foster a sense of caring and responsibility in its members. "Areyvim Zeh Bazeh: Responsibility and Service — Federation's Role in Creating a Caring Community" is the theme of the 57th General Assembly of the Council of Jewish Federations, which will convene in New Orleans in November. Together we will search for ways to develop more creative and effective services that reflect the quintessential Jewish concept of responsibility and compassion. Germany May Send Funds To West Bank Bonn (JTA) — West Ger- many is studying the possibil- ity of channeling its economic assistance to the West Bank and the Gaza Strip through independent Palestinian in- stitutions, a spokesman for the Ministry of Economic Cooperation said last week. The ministry handles Bonn's aid programs to development countries around the globe. In the past, West Germany has channeled its assistance to the territories, held by Israel since 1967, directly through Jordan or in consent. with Jordani ln officials.
