T

his 40th year of
Israel's independence
has been an occasion '1
for rejoicing, but also a
somber reminder that our
struggle for peace and securi-
ty continues.
We have looked back on
four decades full of achieve-
ment — the building of an in-
dependent Jewish State, com-
prising the ingathering of
millions of Jews from every
country of the globe, and the
creation of Israeli industry,
agriculture and our educa-
tional, civic and cultural net-
works. It remains a
remarkable achievement un-
paralled by any other people,
before or since, and one of
which every Jew must,
justifiably, feel proud.
Israel today is a leader in
many spheres where nations

far older or far larger than
ourselves have yet to make
their mark; and our record of
sharing our agricultural and
technical expertise with other
developing countries in Africa
and the Third World is exten-
sive and honorable.
Yet, the outgoing year has
been a reminder, too, that 40
years on the scale of history
— especially the history of the
Jewish people — is a very
small span indeed. Our
destiny, and our history are
unrolled over centuries — if
not millennia — and the
horizon of our aspirations is
far more sweeping than the
temporary limits imposed by
the events of a few months or
even years.
Our dream of fulfilling the C,
Zionist vision of an Israel liv-
ing at peace with its
neighbors and joining with
them in developing the Mid-
dle East. for the benefit of all
its inhabitants remains
unaltered. We initiated the
