balked at three PLO requests:
that the Palestinian delega-
tion be considered under PLO
auspices; that the delegation
be expanded to include fig-
ures identified with leftist
organizations; and that a
communique to be released at
the end of the meeting be
issued jointly by the PLO and
the United States.
The PLO's shifting list of
ground rules also was seen
here as pointing to the in-
creasing influence within the
organization of such leftist
Palestinian factions as
George Habash's Popular
Front for the Liberation of
Palestine and Nayef Hawat-
meh's Democratic Front for
the Liberation of Palestine.

Probe Asked
Of Saudi Gift

New York (JTA) — The
American Jewish Congress
has requested that the
Department of Justice in-
vestigate a - report that an
Arab-American lobbying
group may have broken the
law by agreeing to accept a $1
million gift from Saudi
Arabia, although the group
has failed to register as an
agent of a foreign govern-
ment.
In a letter sent last week to
the chief of the foreign agents
registration division of the
Justice Department, Will
Maslow, general counsel of
AJC, cited a published report
of a meeting in Saudi Arabia
held last April between a
delegation from the National
Association of Arab
Americans and King Fand,
who allegedly promised the
group $1 million.
The association is reported-
ly facing budget problems.
When the association's
delegation returned from the
Middle East, it embarked on
a campaign to overcome Con-
gressional objections to the
sale of AWACS ground-sup-
port equipment to the Saudis.
The association has chosen a
professional lobbyist, George
Moses, as its new president.
At the Democratic Nation-
al Convention in Atlanta,
members of the Arab associa-
tion led a fight in the plat-
form committee for a plank
calling for self-determination
for Israelis and Palestinians.
The association was found-
ed in 1972 and claims to be
the principal political voice of
Arab-Americans in the U.S. It
registered as a domestic lob-
bying group in 1978.
