Israeli
Delegation Told
To Cool It
ml Aviv (JTA) — The Israeli
Foreign Ministry issued in-
structions to its consular
delegation in Moscow to lower
its media profile.
Officials in Jerusalem are
reported to believe that media
scrutiny accorded to the del-
egation since it arrived in
Moscow last week has dis-
pleased the Kremlin, which
delayed the granting of visas
for many months.
The delay is reportedly due
to Soviet Jewish opposition to
Israeli government plans to
institute direct flights to to
Israel via Bucharest, in order
to prevent "drop-outs" —
those who change their des-
tination for the United States
on their purported way to
Israel.
Soviet Jews have not shown
much interest in the delega-
tion. Only about 60 Soviet
Jews came to the Moscow
synagogue to meet the
Israelis.
PLO Office
Ban Upheld
Washington (JTA) — The
State Department's order last
year closing the Palestine
Liberation Organization's in-
formation office in Washing-
ton was unanimously upheld
Aug. 5 by the U.S. Court of
Appeals for the District of
Columbia.
Writing for the three judge
panel, Judge Abner Mikva
said the PLO representatives
are free "to express whatever
ideas they wish," but they are
not free to "set up an office
that functions as a foreign
mission when the State
Department finds that the
national interest requires
otherwise?'
A spokesman for the Amer-
ican Civil Liberties Union,
which represented the office
and its director, Hasan Abdel
Rahman, said it had not been
decided yet whether to appeal
the decision to the Supreme
Court.
Hammer Backs
Medical Center
Zrifin, Israel — Oil magnate
and philanthropist Armand
Hammer was recently named
a "founder" of the Aliza
Begin Commemorative Pro-
ject of the Assaf Harofeh
Medical Center.
The 90-year-old Hammer
accepted the award by con-
tributing an additional
$100,000 to the hospital's
nursing program.
