All this hype and euphoria
may have emboldened him to
challenge Hussein, but once
again he has almost certain-
ly underestimated the Jorda-
nian monarch and overplayed
his hand.
The smart money now is on
Hussein emerging with his
control over the West Bank
population restored and his
prestige enhanced.
According to Middle East
observers, the king has
prepared a neat ambush for
the PLO leader in advance of
his imminent visit to the
Jordanian capital.
Hussein's latest moves; they
say, will ultimately serve to
cut the PLO leader down to
size and bring the Palesti-
nians to heel by demonstrat-
ing that the PLO cannot be
considered an alternative to
Jordan — either as a political
or economic force — in the
West Bank.
The observers point out
that while the Jordanian
parliament has been dis-
solved and the West Bank
development program has
been scrapped, King Hussein
retains a fistful of cards.
For a start, he has not cut
off the salaries of an
estimated 20,000 Palestinian
workers — mainly employees
of West Bank municipalities
and the Islamic religious
trust (the Wakf) — which he
has continued to pay since
1967.
He has left open the bridges
linking the West Bank with
Jordan, which allow families
on the two sides to remain in
contact and, equally impor-
tant, allow Palestinian
farmers in the West Bank to
continue exporting their pro-
duce.
He has also left West Bank
Palestinians in possession of
their Jordanian citizenship
and Jordanian passports.
Finally, and perhaps most
important of all, he has given
no hint that he is about to
tamper with his constitution,
which holds the West Bank to
be an integral part of the
Hashemite kingdom.
If the king was really
serious about amputating the
West Bank, they say, he
would have addressed these
critical structural questions
rather than focus on largely
symbolic targets — the devel-
opment plan (which was con-
sidered to be a dismal failure)
and the Jordanian parlia-
ment (which was no more
than a rubber stamp for his
desires).
Arafat made his demands
and now Hussein has upped
the ante. The king's great
gamble is that the PLO
leader and the West Bank
