teens to Jewish life on
campus.

Quality of Life

The community should do
far more to fund and foster in-
dividual self-expression in
music, dance, art, writing and
theater;
Establish a blue-ribbon
committee to lead in cultural
advocacy through locating
funding, providing a cultural
calendar, serving as a clear-
inghouse to eliminate
duplication of efforts;
Encourage the JCC to fur-
ther explore the potential for
cultural offerings;
Encourage joint ventures
between the Fresh Air Socie-
ty and the National Jewish
Center for Learning and
Leadership (CLAL) to
etablish retreat programs at
the Butzel Conference Center
at Camp Maas.

board on Tuesday voted to
establish a monitoring com-
mission to review the pro-
posals periodically.
After the presentation,
several Federation board
members quetioned the pro-
cess of implementation.
Bruce Thal commented that
local Jewish agencies "can't
do this through the usual
yearly increments in their
budgets" granted by Federa-
tion. "We have to face
changes in the allocations
process!'
Page responded, "That's the
excitement and challange of
this report!'
Richard Maddin echoed
Thal's concern, commenting
that "all the agencies will
have to go through a review
process" and implementa-
tion. Maddin, who is presi-
dent of the Jewish Communi-
ty Center, commented after
the meeting that Federation
must also respond to agency
pressure for funds to imple-
ment the programs. The
pressure, he said, can not just
be on the local agencies.
Norman Naimark sug-
gested that the report was
"focussed on methodology,
but not on implementation!"
He questioned the report's
"heavy emphasis on
(religious) observance — but
that is not all there is to
Judaism!"
Naimark said local agen-
cies will have to reach beyond
themselves. "Implementation
and the dropping of old goals
and standards will be the
gauge to judge" the report's
success.
