Immigration and Naturaliza-
tion Service said the report
was "largely erroneous" and
referred to regulations im-
plemented in April. The reg-
ulations concerned only
political asylum, which the
spokesperson said falls under
a different category than
refugee status.
At first glance, HIAS oppo-
sition to a change in regula-
tions concerning refugee
status may seem at variance
with the agency's longstand-
ing support of freedom of
choice for Soviet Jewish
emigres. The organization, in
fact, frequently has been
attacked by some Israeli
government and Zionist
officials for helping Jews
holding Israeli visas to settle
in the United States and
other Western countries.
But a HIAS spokesman in
New York, while expressing
doubt about the Evans and
Novak report, confirmed that
the immigrant aid agency
would actively oppose any
American move to allow
Soviet Jews to retain their
refugee status after arriving
in Israel.

Emigre Figures
Are Increasing

New York (JTA) — A total of
1,493 Jews were allowed to
leave the Soviet Union in
June, but only 150 of them
went to Israel according to
figures released Tuesday by
the Soviet Jewry Research
Bureau of the National Con-
ference on Soviet Jewry.
The June total represents
an increase of 434 over the
number of Jews allowed to
leave the month before. It is
697 Jews more than the
number allowed to leave dur-
ing the same month last year.

Baby Returned
To Parents

Jerusalem (JTA) — Yaacov
and Simcha Turgeman of Lod
said their last goodbyes Tues-
day to 2-year-old Caroline, the
Brazilian child they thought
they had adopted legally in
South America in 1986.
The Supreme Court ruled
on June 16 that Caroline
must be returned to her
natural mother, Rosilda Gon-
cales, who came to Israel to
claim custody of the child she
named Brona.
While the court originally
gave the Turgemans a month
to part with their adoptive
daughter, that was overruled
Sunday by Justice Menahem
Elon, on the advice of a
psychologist.
