Jewish Home for Aged has
been faced with $1 million
deficits the last two years.
JHA's allocation was increas-
ed from $892,000 to $967,000,
and the agency has applied to
United Jewish Charities for
the third consecutive year for
a grant to cover its operating
deficit. Jackier lauded JHA
for making significant efforts
to operate more efficiently,
but said, "They are caught
between a rock and a hard
place" by low Medicaid reim-
bursements from the state of
Michigan.

Student Projects
Three programs to further
Jewish education and leader-
ship development were
recently approved by the
United Jewish Charities
board for funding by the Max
M. Fisher Jewish Communi-
ty Foundation.
The three are a Center for
Jewish Communal Develop-
ment at the University of
Michigan; the U of M Hill el's
Theater Project; and a
Metropolitan Detroit high
school program in Israel.
The UJC board was also
made aware of two new pro-
grams on the horizon: a
Reform community day
school; and a new partnership
between the B'nai B'rith
Youth Organization and the
Jewish Community Center.
The Fisher Foundation,
which funds demonstration
projects outside the operating
budgets of Federation's
beneficiaries, has disbursed
more than $2 million since its
creation 23 years ago. Its fun-
ding comes from unrestricted
United Jewish Charities en-
dowment income.
The U of M Center for
Jewish Communal Develop-
ment will receive $61,800 in
its first year. Designed as a
joint venture with the Jewish
Welfare Federation, the
center's programs will in-
clude leadership training and
technical assistance.
This program is seen as a
three-year demonstration and
planning effort, with the for-
mal establishment of a center
anticipated in 1991. The
