It was presided over by a panel of three judges head- ed by a colonel in uniform, sit- ting in front of a wall-sized Israeli flag. Prisoners writing outside the tent said hearings lasted 15 minutes at most. The visitors from the press association heard the case of Rajah Mohamed, a bearded man in his late 20s. A uniformed man translated the Hebrew proceedings for him. The prosecutor told the judges that Mohammed had been sentenced to life in prison in 1980, presumably for an attack on Israelis. He was set free in the prisoner exchange involving members of Ahmed Jabril's Popular Front for the Libera- tion of Palestine-General Command in May 1985, and the prosecutor claimed he had organized demonstrations since then and urged pro- testers to attack soldiers. He was arrested on Feb. 18 for inciting attacks on soldiers over a mosque loudspeaker. The judges were still discussing the case when the reporters were ushered out after about 20 minutes. About a half-dozen other prisoners witnessed the proceedings. The camp commander said there is round-the-clock medical attention available, and that prisoners have dou- ble the standard army ration of 25 liters of water a day. He showed reporters stockrooms full of fresh produce, dairy products such as cheese and cans of meat. Except for fresh meat, they eat the same as the soldiers, he said. Tzemach said there were two family visits shortly after the camp was set up, with buses coming from Gaza and the West Bank, but the organized trips were stopped after Arab protesters stopped a West Bank bus, ordered the passengers off and burned it. These organized trips were viewed as improper coopera- tion with the Israeli authorities. "We wish to have visits so there won't be tensions regar- ding families. We have an in- terest in their coming. But they are afraid to come," the colonel said. Individuals are not allowed to come and visit because the camp is in a closed military area and because the camp is not set up to handle 300 or more visitors a day. Prisoners in the camp described the visiting pro- gram as political blackmail, noting that visitors are re- • Roundtrip Scheduled Departures Bet.
