Aviv (JTA) — Israelis are
involved in an illegal adop-
tion ring specializing in
children from South America,
Yediot Achronot reported. The
newspaper's own investiga-
tion uncovered the operation,
in which Israelis serve as in-
termediaries. About 30
adopted children arrive in
Israel monthly, mostly from
Brazil, Argentina and
Paraguay.
Of that number, no more
than five are legally adopted,
the newspaper said last week.
The others undergo illegal
adoption procedures. There
are an estimated 2,500 to
3,000 children from Brazil
now living in Israel.
One such child is being
returned to her natural
Brazilian mother after
Israel's Supreme Court de-
cided that the 2-year-old girl
was kidnapped and sold for
adoption by a childless Israeli
couple.
The Israeli couple, Yaacov
and Simcha Turgeman of
Lod, were innocent victims,
unaware that the baby had
been kidnapped. The high
court gave the mother,
Rosilda Goncales, custody
after tissue-match tests con-
firmed to virtual certainty
that she and her common law
husband were the child's
parents.
Government psychologists,
led by Dr. Rami Bar-Giora of
the Health Ministry, began
the delicate task of transfer-
ring the baby from her adop-
tive parents, who named her
Carolyn, to her natural
mother, who calls her Bruna.
To ease matters, Labor and
Social Affairs Minister Moshe
Katsav promised that the
Turgemans would soon be
able to adopt another baby.
The case, which took
months to resolve, intrigued
the Israeli public. The news-
paper's disclosures do not
mean that all adoptions from
South America are suspect.
The kibbutz movement dis-
closed that it has an office in
Brazil that works closely with
the official and judicial
authorities there to facilitate
the legal adoption of
Brazilian babies by kibbutz
members.
