living in Michigan for nine
years, was surprised to learn
of the Israeli government's
latest action.

Shapiro said. "They shouldn't
limit them once they get out.
"I came to America because
I knew I could always change
my mind and go to Israel,"
Shapiro said. "But it is not as
easy to change your mind
once you are in Israel."
Added businessman Sam
Valk, who moved to Michigan
from the Soviet Union nine
years ago, "We live in a
democratic society and must
be allowed to make our own
choices. The first and most
important thing is to help our
people get out."
The Israeli cabinet has not
said how it will ensure that
those with Israeli visas arrive
in Israel. Jews could fly to Tel
Aviv through Bucharest,
Romania, thus bypassing
Vienna, from where Soviet
Jewish emigrants for nearly
20 years have gone to the
United States instead of
Israel.
Sharansky, 40, spent nine
years in Soviet prisons and
labor camps before being
released in February 1986.
He is well known for his de-
fiance of the Kremlin as an
outspoken human rights ac-
tivist in Moscow.
He recently formed the
Zionist Forum For Soviets, a
group which aims to play an
active role in the absorption
of Soviet Jews into Israel.

"I have to continue work-
ing," Sharansky said. "I hope
to become less and less a -
Soviet Jew and more an
Israeli Jew. I cannot be free
until my brothers are free."
