— will not ask Shultz to stay
on as secretary of state. In-
stead, Bush will likely give
the top diplomatic post to
longtime friend and cabinet
jack-of-all-trades, Treasury
Secretary James Baker.
Baker has made no secret of
his craving to get into the
foreign policy end of govern-
ment.

"If Bush gets elected, Baker
will pretty much have his
pick of slots," said one pro-
Israel activist who has been
following the GOP race. "And
he'd be crazy to want any-
thing else but State."
There are reports that
Shultz will be asked to serve
as a special ambassador —
perhaps to continue his quix-
otic quest for Middle East
peace. But some political pros
discount the notion on the
grounds that it would be
almost unseemly for a man of
Shultz's experience and
stature to accept a lesser
position.

Propaganda War
Gets Help

Allen Lesser, a long-time
Capitol Hill professional and
Jewish activist, is working on
a plan to help Israel wage
psychological warfare.
"What I have in mind is an
Israeli counterpart of the Of-
fice of War Information
(OWI)," Lesser said. During
World War II, Lesser was
chief of OWI's European in-
telligence division. "Our pro-
posal would call for a center
in the United States to serve
the American press, and one
in Israel to serve the media
there. It would monitor
sources like the Associated
Press, newspaper editorials,
the evangelical press, and the
Voice of America, for Middle
East content. The purpose
would be to provide a weekly
analysis — and to stimulate
articles in the American
press, possibly by well known
writers."
Lesser, a former aide to Sen.
Jacob Javits, sees major defi-
ciencies in Israel's handling
of the press both here and in
Israel. "This has been on my
mind since 1951," he said.
"This line of thinking was
stimulated by Israel's defi-
ciency in serving the press, in
getting their own information
out. They don't prepare the
public for things that are
about to happen, they just
react. And this causes them
problems.

"In this current crisis in
Israel, I see the same things
happening all over again.
There is very little coordina-
tion in Israel between the
heads of different agencies;
each department head makes
Shabbat for himself, so to
speak. Israel is a nation at
war — and people have to
understand that. But they are
not making this case effec-
tively."
Lesser sees a need for coor-
dination between Israel's
handling of the media in
Jerusalem, and its operations
here in Washington — where
negative impressions fostered
by a lackadaisical attitude
towards the press can have
negative public policy conse-
quences.
"Israel's ability to wage
psychological warfare is as
important as anything the
IDF does," he said. "I'm con-
vinced that the leaders in
Israel are totally unaware of
this?'

Ethiopian Urges
U.S. To Act

Washington (JTA) — A
former Ethiopian Jew urged
the United States recently to
use the "good atmosphere" in
the U.S.-Soviet relations
following the Moscow summit
to prod the Soviets into
pressuring Ethiopia to allow
the remaining 8,000 to 20,000
Jews there to emigrate to
Israel.

in Addis Ababa, the Ethio-
pian capital, as well as two
other siblings, told a few
dozen congregational aides
and Jewish activists on
Capitol Hill that he still is
