In addition, he knows that
the Soviets will only play the
game if they are full and
equal partners with the
United States.
This bitter pill may have
been somewhat sweetened by
the relative trust that now
characterizes U.S.-Soviet rela-
tions in the warm after-glow
of the Moscow summit.
It will have been made even
more palatable by the help
Gorbachev offered when he
warned the Arab leaders in
Algiers last week not to veto
the Shultz initiative.
"I think there is definitely
a possibility that the Soviet
Union and the United States
might come to an agreement
on the Middle East," Pro-
fessor Galia Golan, a special-
ist in Soviet affairs at the
Hebrew University of Jerusa-
lem, said in an interview this
week.

"The chances are that they
will come up with a formula
that will be hard for Shamir
to turn down. I certainly
believe that the Soviets want
a settlement and they are giv-
ing the issue a new priority.
"The Soviets are saying,
`This is it. Now that we've
dealt with Afghanistan, this
is the subject we want to deal
with now.' Both sides are
dropping hints everywhere
that they have an under-
standing?'
In a world where super-
power cooperation is tending
to replace competition in
regional affairs, an accord
over the Middle East conflict
— whose resolution is a major
national interest for both
Moscow and Washington —
may be among the first fruits
of the unexpected new
entente.
"There is definitely the
possibility that the Soviet
Union and the U.S. might
come to an agreement on the
Middle East."

Rehovot — Brazil's Amazon
Basin threatens to become
"the biggest ecological pro-
blem in the world," says Weiz-
mann Institute Professor Joel
Gat, who is participating in a
UN-sponsored study on the
long-range consequences of
changing land use on the
ecology and climate of the
area.
The threat stems from the
rate at which huge, capital-
fetching mahogany trees,
among others, are being fell-
ed both by private companies
and at the hands of govern-
ment settlement policy.
According to the latest
estimates, 15 percent of the
total forest has already been
cut down.
The loss in terms of trees
that will probably never be
replaced is in itself wor-
risome, but far more disturb-
ing is the potential water loss
from the system, that may
well affect worldwide climatic
conditions.
Gat explains that the
basin's unique ecological
system is responsible for this
pivotal role. Due to the densi-
ty of its vegetation, one-half
of the rainfall in the area is
the result of evaporation and
transpiration. If the rate of
tree-felling continues to go
unchecked, a complicated
chain of events might be set
in motion.
As solar energy is used to

heat the air instead of to recy-
cle precipation, higher
temperatures might result.
Large-scale deforestation con-
centrated in single areas of
the jungle could significantly
escalate this syndrome, and
thereby diminish cloud cover
and increase solar radiation.
Less rainfall would also pro-
foundly affect the ecology of
the natural system. Rainfall
in central Brazil, which is
kept at a barely adequate
level thanks to water vapor
reaching it from the tropical
north, would likewise be
reduced.
A drier Brazil would in turn
influence global climatic pat-
terns, perhaps changing the
length and texture of seasons,
and thereby affecting
agriculture, among other
things.

Teddy Boycotts
Queen's Birthday

Jerusalem (JTA) — Mayor
Teddy Kollek announced
Monday that neither he nor
any other senior municipali-
ty official will attend a recep-
tion at the British Consulate
in Jerusalem on the occasion
of Queen Elizabeth's birthday.
The reason for the boycott is
that the consulate decided to
hold separate parties for Jews
and Arabs.
