Abu Hije acknowledged
that the West Bank and Gaza
Strip would not be able to con-
tain all the Palestinian
Arabs. "There are several
alternatives," he said. "One is
that they go back to their
homeland in Israel. If this is
not possible, let us have
another alternative, achieve
the [1947 U.N.] partition
plan."
In terms of the PLO charter,
this is moderate. The charter
finds the Balfour declaration,
the Palestine Mandate and
the state of Israel "null and
void!' Abu Hije apparently
now would tolerate Jewish
sovereignty over western
Galilee, the coastal strip and
part of the Negev.
Defense Minister Yitzhak
Rabin favors territorial com-
promise with Jordan, but re-
jects creation of a new Palesti-
nian Arab state. Earlier this
year he discussed the right-of-
return with the Jerusalem
Post.
"I can understand the
Palestinian's position, their
aspiration to return to, say,
Jaffa, to live there as part of
a Palestinian state. I can
understand it, but there is no
way on earth I could accept it.
It would constitute national
suicide."
