Shimon Peres
Swan Lake, N.Y., (JTA) —

Delegates to the Workmen's
Circle biennial convention
backed a resolution suppor-
ting Israel Foreign Minister
Shimon Peres' plan for an in-
ternational Mideast peace
conference.
The fraternal organization's
statement on Israel
acknowledges the failure of
Arab countries to "sit down
and negotiate" with Israel,
but supports an international
conference if it can, "without
imposed dictation, bring the
parties to negotiate."
The convention also
adopted resolutions on a
variety of domestic and other
international concerns, in-
cluding Soviet Jewry, anti-
Semitism and the perpetua-
tion of the Yiddish language
and culture.
Delegates also elected a
new organization president.
Harold Ostroff, manager of
the Jewish Forward, will suc-
ceed Dr. Barnett Zumoff.

Israeli Envoys
To USSR

Jerusalem (JTA) — The
Soviet Union plans to issue
visas to a five-member Israeli
consular delegation im-
mediately after the Reagan-
Gorbachev summit meeting,
according to an announce-
ment by the Foreign Ministry
last week.
The ministry said this was
promised by a ranking Soviet
diplomat to an Israeli official
at a meeting in Geneva.
The delegation will be the
first Israeli diplomatic mis-
sion to the Soviet Union since
Moscow broke ties with Israel
21 years ago. A Soviet con-
sular delegation has been in
Israel since June 1987, but
the Soviet authorities had
refused until now to allow a
reciprocal visit by Israeli
representatives.

Human Error
Caused Fires

Jerusalem (JTA) — The
Jewish National Fund said
Monday that the forest and
brush fires that did extensive
damage in Israel during last
week's heat wave were main-
ly the result of human
negligence.
Soldiers and farmers were
the chief culprits, according to
JNF officials. At least two of
the fires were caused by Israel
Defense Force training exer-
cises. In one case, flares
misfired during a paratroop
drill, the officials said.
