The statement, issued by the White House after Peres concluded a 30-minute meeting with President Reagan, said, "While being steadfast in his commitment to Israeli strength and securi- ty, the foreign minister has a vision for the future, recognizes the increasing danger of the status quo and understands the negative consequences of passivity and delay in the search for a set- tlement." The White House con- trasted this position with "those leaders who are negative, consistently reject new ideas and fail to exploit realistic opportunities to bring about negotiations, making progress impossible. In the end, they will have to answer to their own people for the suffering that will in- evitably result." This warning was similar to one made by Reagan after his March meeting with Prime Minister Yitzhak Shamir. Neither statement mentioned Shamir by name, but both ap- peared to be aimed at the Likud leader, who has stead- fastly refused a U.S. proposal that Israel participate in an international peace con- ference as a prelude to direct negotiations with Israel's Arab neighbors. Peres sup- ports this idea. Peres, the Labor Party leader, arrived in the United States last week. In addition to Washinton, he made stops in Detroit, Los Angeles, New York and Chicago. Political observers speculated that he is here to muster U.S. support for his party before the Knesset elections this November. Peres emerged from his meeting with Reagan ex- pressing confidence the presi- dent will pursue the Middle East peace process during his summit talks with Soviet leader Mikhail Gorbachev in Moscow, which begins May 29. He said Reagan promised he would discuss the peace process, the need for Moscow to resume diplomatic rela- tions with Israel and Soviet Jewry with Gorbachev. In addition to the White House meeting, Peres held more than five hours of talks Shimon Peres: `We need Jordanians.' with Secretary of State George Shultz during his two- day visit to Washington. Shultz is scheduled to return to the Middle East on June 3, after the Moscow summit, to again press his peace proposals. Earlier in the week, Peres said he supports an interna- tional conference because it is the only way to bring Jordan into negotiations with Israel. "We (Israel) do not need an international conference, but we need Jordanians," Peres told some 2,000 people atten- ding a banquet at the 29th annual policy conference of the American Israel public Affairs Committee (AIPAC). He explained that the Palestinian problem can be solved only through a Jordanian-Palestinian con- text, adding that most Jorda- nians are Palestinians and all Palestinians on the West Bank are Jordanian citizens. During the AIPAC event, two senators warned that criticism by Jews and others in the United States may en- danger Israel. "Every criticism saps Israel's energy for dealing with the dangers she faces," Sen. Mitch McConnell (R-Ky.) said. He said there has been an erosion of support. for Israel because of the televi- sion pictures of Israel's handl- ing of the uprising on the West Bank and Gaza Strip. "It is not enough for American Jews to support Israel, the rest of our contry must as well," McConnell said. Sen. J. Bennett Johnson (D- La.) said members of the Con- gress should keep from press- ing solutions on Israel since it is the survival of Israel that is at stake. "It is not up to dilettantes to advise what is the best for- mula," he said.
