In fact, Gitelman said, the main difference bet- ween ministers appointed by Gorbachev and those of his predecessors is simply 10 years. "It's not a new type of per- son," he said. "It's simply a new addition of the same kind." Of glasnost, perestroika and democratizatzia, Gitelman said the latter is potentially the most dangerous. The process of democratizatzia can be seen in the current battle between Gorbachev and Yegor Ligachev, second in command at the Kremlin and a solid hard-liner. "Soviet citizens are highly uncomfortable with this," he said. "Most don't understand this business of choice." Gorbachev's strategy in ad- vancing democratizatzia is to woo the support of the in- telligentsia, Gitelman said. In exchange for the privileges of glasnost, this group will use its standing in the public to back Gorbachev's programs. Gitelman singled out the Soviet leader's release of An- drei Sakharov as "a major, courageous political step?' By this move, he said, Gorbachev was saying to the establish- ment that imprisoned the dissident, "You made a mistake." It is not glasnost or perestroika, however, that will most profoundly affect Soviet Jews. For the last 30 years, Gitelman said, treat- ment of Jews in the com- munist nation has been "dic- tated much more by foreign policy considerations than by national ones." Gitelman said Gorbachev has been sending "probes toward Israel," notably the visit to Israel by a delegation supposedly seeking to safeguard property of the Russian Orthodox Church. "You can be sure," Gitelman said, "that the Russians are not terribly worried about church property." He also cited Gorbachev's recent chastising Palestine Liberation Organization chief Yassir Arafat for failing to recognize Israel. Gorbachev's motive in such actions, Gitelman said, "is an attempt to diffuse some of those trouble spots?' such as the Middle East, that could bring the Soviet Union into a confrontation with the United States. Soviet Jewish emigration has been affected positively by Gorbachev's approach toward Israel, and his changes may also portend good for those Jews who re- Dr. Zvi Gitelman: Gorbachev wants more responsible children. main in the country, Gitelman said. Unlike earlier Soviet leaders, Gorbachev holds no notion that certain groups should be favored simply because of their nationality. Rather, he believes in- dividuals should advance because of ability. Conse- quently, Gitelman said, the "ethnic criteria" which all but destroyed opportunities for Jews to be promoted or gain entry to top unversities may vanish. Gitelman said he has seen a religious revival among Soviet Jews. This was spark- ed in part by the sharp decrease of exit visas issued following the mass emigra- tion permitted in the 1970s. When they were not allowed to leave, Jews began "turning inward," he said. Furthermore, Gitelman said that Jewish history, civilization and culture always have been closely in- tertwined with religion. While noting the public forum given to such anti- Semitic groups as the in- famous Pamyet (Memory), he said the Soviets have toned down their more vicious anti- Semitism and anti-Zionism. The Soviets have reacted in a surprisingly "gentle way" to the recent uprisings in the West Bank and Gaza Strip, Gitelman said. He said that four years ago, such incidents would have sparked a vicious anti-Israel campaign by Soviet leaders. Even with these positive changes, however, Gitelman said Jews would do better to see this as a "window of op- portunity" to leave rather than feel certain of their future in the Soviet Union. No matter how liberal or reasonable Gorbachev or any other Kremlin leader may ap- pear, it is simply a fact that the Soviet system is "fun- damentally incompatible with the Jewish religion?' he said.
