The witness was to have testified about Issa Moham- med's activities on behalf of the Popular Front for the Liberation of Palestine, a ter- rorist organization headed by George Habash. Issa Mohammed entered Canada in February 1986 on an immigrant visa he ob- tained from the Canadian Consulate in Madrid by con- cealing his past. According to the Sunday Times last week, clandestine cooperation between China and Israel began in 1980. The latest deal came to light when Zvi Gafni, an Israeli business- man, was arrested in Hong Kong last December in pos- session of a forged Philippine passport and other forged passports, the newspaper claimed. The Israeli consul general in Hong Kong, Reuven Merhav, was described by the newspaper as a senior mem- ber of Israel's intelligence service who controlled a group of Israeli businessmen and senior officials.
