or not — would lead inex-
orably to Israel being com-
pelled to relinquishing
ultimate control over the
West Bank and Gaza, a pros-
pect he cannot contemplate.
Hussein, who has dreamed
of raising his flag over the
West Bank and Jerusalem
ever since he lost them in the
1967 Six Day War, must now
be surveying the prospect
with a great deal of
circumspection.
Since the Palestinian upris-
ing began nearly four months
ago, it has become clear that
he has lost almost all the sup-
port he might once have had
in the occupied territories.
The main message to
emerge from the uprising is
that the Palestinians living
under occupation have served
notice that they will have a
major voice in determining
their destiny. And it is unlike-
ly that they see a central role
for the Hashemite monarchy
in their future. The king can-
not relish the prospect of be-
ing handed the mess that now
sits in Israel's lap. Nor can he
confidently expect that any
"authentic" Palestinians will
be prepared to join a Jorda-
nian delegation in talks with
the Israelis — a formula
which not so long ago had
won the approval of Israel,
Jordan, the Palestine Libera-
tion Organization (PLO) and
the United States.
So, with all the parties still
wandering about looking for
their starting blocks — and
quietly hoping they will not
find them — one question is
left begging: Why is Shultz
bothering?
According to a commentator
in the mass-circulation
Hebrew-language daily,
Yediot Ahranot, he is return-
ing to the region not because
he is convinced he will suc-
ceed but because the alter-
native would be even worse.
Abandoning the initiative
would mean an end to any
diplomatic activity, a fact that
could expose the Middle East
to even greater perils than it
now faces.
While Shamir and Hussein
have still not delivered a
decisive, definitive, formal
"no" — Shamir objected to
almost every clause of the
proposals without actually ut-
tering the word — Shultz has
chosen to believe that the in-
itiative is still alive and worth
pursuing, according to the
Israeli newspaper, even if the
chances for success are
minimal.
