Through identification with the offender, we enjoy a mo- ment of release from the rules of society. Everyone of us feels constrained by our social role and harbors uncivilized im- pulses to break out of them. Offenders furnish us some vicarious pleasure, but, of course, the joke ends up on all of us. They know better, hence the spartan state of Israel. In general, we do not like to think about victims. Identify- ing with victims has the effect of intensifying feelings of vulnerability. There is a general cultural dislike and disregard of victims which ex- tends even to the point not only of blaming them for be- ing victimized but also often of stigmatizing them to such an extent that they are avoid- ed as though they were af- flicted with some loathsome disease. Noting that President Her- zog and Prime Minister Shamir had given assurances that Israel's "policy of restraint" in dealing with the violence will be adhered to, the concluding statement em- bodied the hope that "such policy will be uniformly im- plemented?' Tel Aviv (JTA) — Israeli military analysts differed Monday on the degree of danger Israel faces from the sale of Chinese CSS-2 intermediate-range missiles to Saudi Arabia. China confirmed its sale Monday and said it trusted the Saudis to keep their pro- mise to use the missiles only for defense. The Chinese also stressed they are not equipp- ing the missiles with nuclear capacity. Experts at Tel Aviv Univer- sity's Jaffee Center for Strategic Studies noted that the CSS-2 could create havoc if armed with nuclear warheads. The missile, also known as the Dong Feng-3, will be the first intermediate- range ballistic missiles in- troduced into the Middle East. But they pointed out that these missiles, first produced in 1970, are obsolete and notoriously inaccurate. Although they have a range of 2,000 miles, they often miss their targets by as much as two miles. Israel's jet bombers can deliver far greater payloads with pin-point ac- curacy, according to the experts. They also pointed out that the Saudis can well claim that their main interest is against potential enemies other than Israel. The missiles can reach parts of the Soviet Union, Iran and Libya and can be used to defend Pakistan, a Saudi ally, if it is threatened by India, a nuclear power. Anniversary May Draw 2,000 New York (JTA) — Up to 4,000 Jews from some 20 countries are expected to con- verge on Warsaw during the third week of April for obser- vance of the 45th anniversary of the Warsaw Ghetto Uprising. Zbigniew Unger, director of the Orbis Congress Bureau in Warsaw and a major organizer of the convocation, estimated during a recent visit to the U.S. that Israel would send more than 1,000 delegates and that Jewish youth groups would send more than 1,500, including 300 from the United States.
