The conflict between the
two positions, he says, stems
from the spectacular suc-
cesses of pro-Israel PACs.
Most PACs take the single-
issue concept one step further
by channeling money to can-
didates on the basis of a
single issue; AIPAC, despite
the "PAC" in its name, is a
lobbying group, not a cam-
paign financing organization.
"There was a kind of
euphoria about the effec-
tiveness of the single-interest
PACs," he says. "Before, there
was a balance between single
issue groups like AIPAC, and
groups with a multi-issue ap-
proach, like the American
Jewish Committee, American
Jewish Congress, and UAHC.
The creation of PACs, and
their effectiveness, distorted
that balance and led to con-
, flict."
But the balance is being re-
stored, Saperstein says,
because of the recent advent
of multi-issue PACs — and be-
cause Jewish leaders are gain-
ing an ability to stand back
and look at the positive as-
pects of both approaches. ❑

Former Envoy
Blasts Austria

New York (JTA) — Ronald
Lauder, former U.S. ambas-
sador to Austria, accused the
Austrian government of a
"failure of justice" regarding
its Jewish Holocaust victims
and charged that most Aus-
trians still believe incorrect-
ly that their country was in-
nocent of the evil perpetrated
by the Third Reich.
Lauder spoke at Park East
Synagogue last week on the
eve of the 50th anniversary of
the Anschluss, the merging of
Austria into Nazi Germany.
He noted that Austria, un-
like West Germany and per-
haps now East Germany, has
refused to pay reparations to
Holocaust survivors. At the
same time, the Austrian
government pays full pen-
sions to thousands of Aus-
trian officers who served in
the German army during the
war.
He said Austria's failure to
pay either reparation or pen-
sions is due to its continuous
denial of involvement in the
Holocaust. He said that Aus-
tria's self-portrayal is as one
of the first victims of Nazi
Germany.
