the JCA, more than 90 per-
cent of the organization's pre-
sent activity takes place in
Israel and is limited to the
pre-1967 borders. This activi-
ty is divided into three types
of funding: The majority,
some 55 percent, is given to
young settlements of all
movements in the form of
shekel loans linked to the
dollar (some 50 settlements
today are recipients of this
aid) and 35 percent of the
budget is destined for
agricultural educational in-
stitutions, primarily for
development of facilities.
Twenty schools and colleges,
including the Hebrew Univer-
sity, receive ten-year loans of
which 60 percent is converted
into a grant.
The third type of aid is for
agricultural research projects;
about 10 percent of all fun-
ding. Another project, being
carried out in cooperation
with the Ministry of
Agriculture, innovates ex-
perimental stations in the
Arava, Negev and Galilee,
funded by grants.
One station is developing
new breeds of plants that are
hardier and give a greater
yield than plants bred up till
now. Another, at Yishuv Eilot
in Eilat, is doing some ex-
perimental fish breeding.
Others are doing research in-
to water salinity and flower
cultivation. All this is in an
attempt to help the country's
moshavim extricate
themselves from their current
financial difficulties.

Early Elections
Seem Certain

Jerusalem (JTA) — Voice of
Israel Radio reported that
early elections seems certain
and that Labor and Likud are
dickering over a date.
According to a report last
week, the two major parties
in the unity coalition govern-
ment seem to agree that ear-
ly elections are inevitable, if
their deadlock over the new
American peace proposals re-
mains unbroken after Prime
Minister Yitzhak Shamir re-
turns from his visit to Wash-
ington.
Before his departure,
Shamir said he does not rule
out preparations for early
elections but at the moment,
they are premature. But
Labor Party leaders reported-
ly gave the green light for
moving an early elections bill
in the Knesset. According to
the radio report, Labor and
Likud have begun informal
contacts.
