He stated that "The Arab world has changed its strategy from a military strategy to a political and diplomatic one." It is a change made possible by the actions of one man: former Egyptian President Anwar Sadat. Gazit said that Sadat's par- ticipation in the Camp David Accords "removed the taboo from Israel. Israel isn't any more the kind of an animal that one shouldn't talk to." Although not in the public manner of Camp David, negotiations for Middle East peace continue today, Gazit said. And the riots are "cards the Palestinians are using to gain support as part of their campaign in this political pro- cess," he added. So, too, Israel's Prime Minister Yitzhak Shamir is slowly revealing one card after another, Gazit said, "and only at the last moment will he show his hand." Gazit described the distinct character of the West Bank populatioiitoday as one with which it is especially difficult .) to negotiate because it is a generation born and raised under the occupation. Israel wants a settlement with these Palestinians, but this cannot be at the expense of the Jewish State, he said. And it is naive to assert that just as Israel relinquished ter- ritory for peace with Egypt, so it can for another treaty. Egypt, he said, "was the easy case." Even with the Gaza Strip, the West Bank and Golan Heights, Israel is separated from Jordan and Syria by only a few miles of land. And Gazit cautioned that the peace with Egypt is a precarious one. "It is only a question of time," he said, "when Egypt will back out." In addition to guaranteeing Israel's security, Middle East negotiations must address the Palestinians, whom Gazit termed "the biggest sort of mines spread all over the area." According to Gazit, the Arab nations must make the first step in this area. They should tell the Palestinians that "you are never going to have Tel Aviv or Jaffa, Beer- sheba or Haifa." Then, the United Nations must dismantle all refugee camps and the Arab countries must generate a program to help absorb and resettle the Palestinian refugees. Gazit spoke in such prac- ticalities, but he admitted that he does not envision peace in this generation.
