and lives with the Syrian
threat on his northern border.
Lebanon's fragmentation
and bloody internal strife is
likely to continue indefinite-
ly. Its last moderate leader of
any stature, Bashir Gemayel,
was assassinated four days
before he was to take over the
presidency. Who could
guarantee Lebanese com-
pliance with any agreement
— and live?
By comparison, Egypt ap-
pears to be a bedrock of
stability. But Mubarak rules
today only because President
Sadat paid with his life for
signing a peace treaty with
Israel. Surely this event,
along with fundamentalist
rumblings, must weigh on
Mubarak's calculations of his
future relationship with
Israel.
As for the Palestinian.
leadership — for gOod and suf-
ficient reasons (non-Israeli-
related) Yasir Arafat is
reputed never to sleep in the
same place two nights in a
row. Scores of Palestinian
leaders have been murdered
in factional killings, while
nascent non-PLO controlled
leaders in the Territories have
been routinely eliminated.
These bloody lessons taught
by radicals in the Arab world,
are not lost on the surviving
leaders. But they should also
be instructive to those who
would have Israel sign solemn
peace agreements whose im-
plementation must rely not
only on the sincerity, but the
physical survival of the
signers. Without institutions
of continuity in the Arab
world, "here today, gone
tomorrow" can apply both to
people and policies.
