Levin asked Republican Sen. Rudy Boschwitz of Minnesota to co- sponsor the letter before they sought signatures. Both sen- ators are Jewish and among the most active supporters of Israel in Washington. American Israel Public Af- fairs Committee represen- tatives confirmed that Levin showed the letter to Tom Dine, executive director for the pro-Israel lobby. Congres- sional aides on Capitol Hill said that Dine discussed the matter during a briefing after the letter was circulated. Dine, sources said, did not dissuade Levin from cir- culating the letter. Pro-Israel lobbyists in Washington suggested the letter was meant to send a message to Shamir before his visit to the Capitol. Sen. Levin was out of the country and couldn't be reached for comment. Among those signing the letter were several Demo- cratic senators, including Ted Kennedy of Massachussetts, Frank Lautenberg of New Jersey, Alan Cranston of California, Patrick Moynihan of New York and Howard Metzenbaum of Ohio. IDF Initiates Rotation Policy Aviv (JTA) — The Israel Defense Force has decided on a rotation policy so that no single unit will spend more than six consecutive weeks on duty in the administered ter- ritories, Haaretz reported. According to Haaretz, the new policy is the outcome of an incident recently filmed by a CBS television crew at a military prison near Nablus, in which four soldiers were shown beating and kicking two handcuffed Palestinians detained for questioning. Haaretz, quoting ranking IDF sources, said the lesson learned from the film, which was shown in Israel and abroad, was that the ac- cumulation of frustration and anger was partly responsible .
