`Security Zone
Is Effective'

Tel Aviv (JTA) — The
southern Lebanon security
zone has prevented terrorist
gangs from infiltrating Israel
"despite the high price we oc-
casionally have to pay;' accor-
ding to a senior military
source quoted by Haaretz.
The source said that 'since
the establishment of the
security zone in 1984, the
Israel Defense Force foiled at-
tempts by nine terrorist
squads to attack targets in
Israel. Six of them were
eliminated before they reach-
ed the border and three were
apprehended at or near the
border fence, the source said.
He added that more than
300 terrorists were killed in
the security zone over the
past four years. In most cases,
their targets were not known.

Proxy Bills'
Passage Urged

New York — Urging the
passage of legislation that
would allow patients in New
York to legally authorize
others to make health care
decisions for them in the
event of incompetency, the na-
tional interreligious affairs
director of the American
Jewish Committee has stress-
ed the need for patients to
"gain some control of their
lives in an often frightening
and bewildering medical
world?'
Rabbi A. James Rudin, a
member of New York Gover-
nor Mario Cuomo's Task
Force on Life and the Law,
which proposed the legisla-
tion, recently testified before
the senate and assembly.
