Minister Rejects
Tax Proposals

Aviv — Victor Medina,
director general of the
Finance Ministry, vehement-
ly rejected recommendations
for tax reform by a blue-
ribbon panel of economists.
Prospects that they will be
adopted appear dim.
Medina last week objected
specifically to a proposed 25
percent capital gains tax on
transactions at the Tel Aviv
Stock Exchange. While
Medina stressed he was only
speaking for himself, most
observers said he has the sup-
port of Finance Minister
Moshe Nissim, who ap-
pointed the panel last June to
propose tax reforms.
The committee was headed
by Hebrew University eco-
nomics professor Eitan
Sheshinski. According to
Medina, the capital gains tax
would only drive investors
out of the exchange and
sabotage the economy.
