PASSPORT PHOTOS Peres States Opposition To Imposed Settlement Washington — Israel For- eign Minister Shimon Peres said on Sunday that he would accept an international con- ference on resolving the Mideast crisis only if it opens the way for negotiations be- tween Israel and Arab countries. Speaking on ABC-TV's "This Week With David Brinkley," Peres said, "I wouldn't go for any con- ference that has the right to impose a solution or to replace us in the negotia- tions." Also appearing on the news show was former Secretary of State Henry Kissinger, who said he had "grave doubts about an international con- ference" or about Soviet par- ticipation in such a con- ference "unless the Soviets Peres: Direct negotiations. are willing to ask of their Arab friends what we are go- ing to propose to our Israeli friends." Kissinger said such a con- ference would work only if the U.S., the Soviet Union, and Israel agreed in advance on the broad outlines of the out- come of the conference. Without this, he said, the Soviets would support the radical Arabs and the United States would be in the posi- tion of imposing a solution on Israel or ending up in "isola- tion." Peres and Defense Minister Yitzhak Rabin, another guest on the show, said the current unrest in the West Bank and Gaza Strip cannot be solved by military means. The poli- tical route, they said, offers the only resolution. Rabin defended Israeli ar- my actions aimed at stemm- ing the rioting in the ter- ritories. "Our policy is to meet violence with violence," he said. He explained that Israel uses sticks and bullets only when tear gas and other non-lethal means do not work. He denied that Israel had adopted a policy "of bone- breaking, of beating as punishment." Soldiers who commit such unauthorized acts are immediately in- vestigated, he said. Deputy Secretary of State John Whitehead said the department had considered lowering aid to Egypt and Israel. Budgetary con- straints, he said, had forced the department to complete- ly eliminate aid to some countries. Israel is designated to receive $1.8 billion in military aid and $1.2 billion in economic aid in 1989. These are the same levels of funding as in the 1987 and 1988 fiscal years. The 1989 funding level was approved by Congress last year, when it concurrent- ly set foreign aid levels for FY 1988 and 1989. The State Department des- ignated $5.3 billion to Egypt and Israel in 1989, in keeping with Congress' decision to provide both countries with that amount. Whitehead acknowledged that "some thought" had been given to ignoring the earmarking of $5.3 billion to Egypt and Israel, although "there would be little sym- pathy for that reduction in Congress."
