future. "We can't be selective
about our ties to history," he
said. "My job as a Jewish
leader is to provide an
understanding of that con-
tinuity, so that we can express
our anguish with an
understanding of where we
have come from." He said
each Jew has a right to ex-
press his feelings, "but if we
have something to say, we
should say it to Israel rather
than to the Op-Ed pages of
the New York Times."
Kaplan also underscored
that a major goal of his is to
improve relations between
the Jews of the Diaspora and
the Jews of Israel. "The first
40 years of statehood they
were opposing poles," he says,
referring to Zionists in Israel
who called for the self-
liquidation of the Diaspora,
and the Jews of the Diaspora
whose decision to remain was
perceived as a denial of
Zionism. "In the next 40
years," says Kaplan, "the role
of the Jewish Agency will be
to create and widen the
bridge between these two
worlds."

Document On
Waldheim

Vienna — A document
allegedly proving that
Austrian President Kurt
Waldheim deported more
than 4,000 Yugoslavians
when he was a Wehrmacht in-
telligence officer in the
Balkans during World War II
was hotly disputed after it
was reported on Austrian
television.
The document, which is in
possession of the West Ger-
man news weekly Der
Spiegel, is an "urgent
telegram" from a Col. Drago-
jlov to the command of the
First Unit in the Bosnian
town of Kozara in 1942. It
stated that Lt. Waldheim
demands that 4,244 prisoners
be sent on their way. Many of
those deported, including
children and elderly people,
died in camps. Waldheim's
spokesman, Gerold Christian,
said that the document is a
forgery, which was offered for
sale to several news organi-
zations.
Meanwhile, an interna-
tional panel of historians met
for its fourth and possibly
final session to examine
Waldheim's alleged role in
Nazi atrocities in the
Balkans. The panel's report
could determine whether the
Austrian president resigns.
