Debates Israel Report United Nations — The Security Council continued its debate last week on Secretary General Javier Perez de Cuellar's report on the situation in the West Bank and Gaza Strip. Diplo- mats said that although the Arabs are insisting on a tough anti-Israel resolution, the council is working on a compromise in the hopes of avoiding a United States veto. Perez de Cuellar's report was based on the fact-finding mission of Undersecretary General Marrack Goulding, which was undertaken in a Security Council resolution. Benjamin Netanyahu, Is- rael's ambassador to the United Nations, addressed the council, charging that the report paid little attention to the violent nature of the disturbances and demonstra- tions in the West Bank and Gaza.
