U.S. CRITICISM OF ISRAEL UNWARRANTED": ZOA With the outbreak of violent Arab disorders in Judea, Samaria and Gaza, Israel has come under increasing critical scrutiny by the media and expressions of "concern" and "displeasure" on the part of the U.S. government. The U.S. criticism focused on Israel's use of "excessive" force and its resort to deportations of the ring-leaders with long records of terrorist activity as being in violation of the Geneva convention. Israel's response has been that the use of live ammunition was sanctioned only in cases where the lives of its security forces were in jeopardy. Where soldiers were found to have unjustifiably breached the standing orders against the use of lethal weapons, the offenders have been promptly called to account. With regard to deportations, the Israelis have challenged the contention that these contravene the Geneva Convention and international law, citing acknowledged legal scholars in support of their position. The Israelis further stated that since Israeli law rules out resort to the death penalty, a measure sanctioned by the Geneva Convention in cases of civil disorder, deportations represent a more humane form of punishment, yet an effective deterrent to lawlessness and anarchy. We believe that the criticism of Israel on the part of the U.S. government was unwarranted. These strictures only emboldened the rioters to continue the excesses in the expectation of driving a wedge between the U.S. and Israel and, ultimately, to gain U.S. support for their grievance. We regret the loss of life resulting from the violence in the territories, yet we fully support Israel's efforts to restore law and order. Of course, the inhabitants of Gaza and especially the refugee-camps have legitimate grievances. But the refugee-camps are not of Israel's making. They are a by-product of the Arabs' determination to destroy the State of Israel and are a direct result of the hypocrisy and indifference of Arab nations possessed of the resources, but not the will, to liquidate the refugee-camps and absorb or relocate their inhabitants. Until and unless the Arabs come forward with a rational plan and demonstrate a genuine desire to face Israel across the negotiating table, Israel will continue to hold on to the territories and persist in maintaining public order consistent with international law. Israel cannot compromise its vital national and security interests in order to curry favor with critics — Jewish and non-Jewish — who offer Israel gratuitous advice on matters of security and survival.
