Unrest Worsens,
Curfews Ordered

Violent unrest escalated
again this week in Gaza and
the West Bank (or Judea and
Samaria), with extremists on
both sides hardening their
views and Israeli officials at-
tempting new methods to
quell the disturbances.
Military officials were
described as confused and
depressed over the fact that
despite more than 30 deaths
and 2,000 arrests, the distur-
bances have intensified.
"Either new 'troublemakers'
were blossoming as fast as the
old ones were being plucked
off the streets or the wrong
people were being detained,'
commented Hirsh Goodman,
military analyst for the
Jerusalem Post.
Several more Palestinians
died at the hands of the
Israelis during violent con-
frontations, including a
16-year-old boy who was shot
by two Israeli settlers whose
car had been surrounded by a
rock-throwing crowd. The two
settlers, Arye Wallerstein,
head of the Matei Yehuda
West Bank Regional Council,
and Shai Ben-Yosef, the Coun-
cil's security officer, were
detained by authorities but
an army spokesman said an
initial investigation indicated
that they used their weapons
in compliance with regula-
tions. Regulations permit
firing live ammunition in life-
threatening situations.
The Israeli Army, frus-
trated over its inability to
control the streets in the
troubled areas, began a new
tactic of "collective punish-
ment" and "environmental
pressures" by creating
24-hour curfews in certain
refugee districts, meaning no
one may leave their home.
They also sealed off entrances
to the districts. In addition to
keeping demonstrators off the
streets, military and Govern-
ment officials said the goal is
to create hardships that will
induce the population to stop
the protests.
