Department spokesman
Charles Redman last week
defended the U.S. vote in the
UN Security Council on Is-
rael's deportation policy as
similar to a U.S. vote in 1980
on Israeli deportations
planned at that time of
Palestinians living in the
territories.
"It paralleled exactly a
(U.S.) vote on a virtually iden-
tical situation" in late 1980s,
Redman said.
Redman said that Herbert
Okun, deputy permanent U.S.
representative to the United
Nations "explained it in the
same terms that we have used
from the (State Department)
podium to explain our opposi-
tion to deportations."
However, Israel is "deeply
disappointed" with the U.S.
vote, Benjamin Netanyahu,
Israel's ambassador to the
UN, said. "We have learned
to expect one-sided and dis-
torted resolutions from the
Security Council, but we do
not believe that the U.S.
policy is to fall in with
them,"he said.
In a rare show of displeas-
ure with Israel's handling of
the unrest in the West Bank
and the Gaza Strip, the
United States joined the 14
other members of the Securi-
ty Council in adopting an
Arab-sponsored resolution
demanding that "Israel must
refrain from deporting any
Palestinian civilians from the
occupied territories."
The resolution also requests
that Israel abide by the
Geneva Convention of Aug.
12, 1949, which protects the
rights of civilians in time of
war and bans the deportation
of civilians. It was the second
resolution aimed against
Israel since Dec. 22, when the
Security Council voted 14 to
0 to strongly deplore Israel for
its handling of riots in the ter-
ritories.

Tel Aviv (JTA) — The Tel
Aviv Stock Exchange took a
nose dive Sunday, suffering
the biggest losses since Oc-
tober. The general share in-
dex dropped by 2.52 percent
and declines outnumbered
gains by 369 to 17.
Experts were divided over
whether Sunday's plunge was
a reaction to the 140-point
decline on the New York
Stock Exchange Jan. 8. Those
who thought it was recalled
that the Tel Aviv exchange
suffered its worst losses ever
on the heels of the New York
stock markei-, crash of Oct. 19.
