U.N. Looks Into PLO
Mission Question

Washington (JTA) — The
United Nations Under Secre-
tary-General for Legal Affairs
last week delivered an "eyes
only" opinion to Secretary
General Javier Perez de
Cuellar arguing the interna-
tional body would likely fail
in the World Court should it
try to stop the United States
from closing the Palestine
Liberation Organization's UN
mission.
A well-placed source here
said that the opinion,
prepared by Carl August
Fleischauer, also finds that
the PLO would not have the
legal "standing" in the World
Court to bring the case to
trial. The U.S. Congress
ordered the mission closed by
March 21
The opinion also notes that

any UN Secretariat case
before the international
tribunal at The Hague would
be hampered considerably by
a 1947 U.S. amendmen to the
UN Headquarters Treaty
granting the U.S. president
sweeping powers to prevent
aliens from entering the
United States.

The controversy began
when President Reagan
signed into law, as part of the
1988 spending appropriations
bill, an amendment ordering
the mission closed by March
21.
Except for Israel, the UN
General Assembly supports
the PLO's right to maintain
the missiop face of closure. It
may acquire space in the
Arab League's UN office.
