agricultural, medical, educa-
tional and planning experts
fanned out across the West
Bank and Gaza to get things
functioning again and to im-
prove them.
They wrought a social and
economic revolution for a peo-
ple who had suffered depriva-
tion and neglect at the hands
of their previous masters. In-
deed, according to statistics
provided recently by the oc-
cupation authorities, the
record is impressive.
In 1967, for example, only
18 per cent of homes in the
West Bank and Gaza had
electricity and 44 per cent
had toilets. Today, there are
flush toilets in 80 percent of
the homes and electricity in
89 per cent.
In 1967, about half the
population of the West Bank
and Gaza had never been to
school; today, primary educa-
tion is free and compulsory,
while secondary school is free
(though not compulsory).
Moreover, while there were no
institutions whatever for
higher education in 1967,
there are now five univer-
sities and colleges for both
secular and religious study in
the West Bank and one in
Gaza, with a total of more
than 10,000 Palestinian
students.
Most striking of all,
however, are the figures
which resulted from the im-
proved health care and nutri-
tion that followed the Israeli
flag. The infant mortality
rate, then 86 per thousand, is
down to 38 per thousand, due
in large measure to the fact
that hospital births have
risen from ten percent in
1967 to almost 80 percent to-
day. At the same time, the life
expectancy of Palestinians in
the occupied territories has
risen from about 48 to 62.
In the face of all this upbeat
statistical evidence, the
Palestinians of the West Bank
and Gaza might be expected
to be grateful indeed for
Israel's benificence. Thatthey
are not is one of the best-
known facts on earth.
Palestinian bitterness and
opposition to Israeli rule
seem to have grown in direct
proportion to the GNP, up
about 400 percent in the
decadaes. After 20 years, the
"benign occupation" is look-
ing more and more like a bad
joke.
The reasons for this are
complex and deeply rooted in
the Arab-Israeli conflict. The
statistics supplied by the oc-
cupation authorities might be
impressive, but they do not
tell the whole story.
The other side of the coin
shows that Israel has seized
and sequestered some 50 per-
