make do with youth aliyah.
Mizrachi will keep its two
departments, Torah education
and Dor Hemshech (Young
Leadership), while education
may go to a representative of
the Reform movement. The
Conservatives and Hadassah
are also seeking operational
departments.
The final allocation has
been postponed until the
Jewish Agency Board of
Governors meets in February
(when the department heads
will presumably receive the
required consent of the fund
raisers).
The World Zionist Congress
presidium decided Dec. 10 not
to fill the office of president of
the World Zionist Organiza-
tion at this time.
The matter was deferred to
the next meeting of the
Zionist General Council in
1988, dashing the hopes of
Leon Dulzin to be the first
president of the WZO in 20
years.
Dulzin, the outgoing chair-
man of the WZO-Jewish
Agency Executive, had lob-
bied vigorously for the large-
ly honorary position, last held
by the late Nahum
Goldmann.
The General Council is the
governing body of the WZO
between Zionist congresses.
At the congress, Dulzin urg-
ed that the Israeli govern-
ment take over operative
responsibility for immigrant
absorption in its entirety, in-
stead of the present blurred
responsibilities between the
Jewish Agency and the Ab-
sorption Ministry. He said the
WZO-Jewish Agency should
confine itself to encouraging
and facilitating aliyah.
Dinitz's relatively easy win
over the Likud candidate was
expected. He was supported
by a powerful coalition the
Labor Party put together
with the Confederation of
General Zionists, in which
Hadassah is dominant; the
Conservative Zionist move-
ment, Mercaz; and the
Reform Zionist movement,
ARZA.
The Conservative and
Reform Zionists had indicated
they could not support Patt
because, among other things,
he voted in the Knesset in
favor of the Orthodox-inspired
amendment to the Law of
Return, which would invali-
date conversions performed
by non-Orthodox rabbis.
Mendel Kaplan of South
Africa, the recently elected
chairman of the Jewish Agen-
cy Board of Governors, em-
phasized aliyah in his address
to the congress. He urged
every Zionist leader to set a
personal example.
