Dinitz concedes that he has
no instant blueprint for the
task ahead. He will need, he
says, the "customary 100
days" to study the Jewish
Agency/WZO in detail before
deciding what to do and how
to do it.
But he is blunt about the
urgent need for change in an
organization which, he ac-
knowledges, is "overstaffed,
overbureaucratized, over-
politicized."
"The Zionist movement in
its instrumentalities and the
Jewish Agency are at their
lowest ebb," he says, adding
somewhat hopefully: "We
can't go anywhere but up."
"I did not kid myself," he
adds. "I knew what I was get-
ting myself into and it was

been throwing his name
about for several months as
the kind of man who might be
able to pull the movement out
of its nosedive (others on their
wish list included Binyamin
Netanyahu, Moshe Arens and
Teddy Kollek).
Dinitz must have been
aware of the attention he was
attracting and he must have
indulged in considerable
stock-taking.
On the one hand, leader-
ship of the Zionist movement
carries with it the built-in
risk of catastrophic personal
failure; on the other, success
could rehabilitate him in the
eyes of his party and give him
a second chance at power in
the Israeli political arena.
What is certain is that once
Dinitz threw his hat into the
ring he fought to win, and on
the night of his election he
clearly relished his victory.
How will Dinitz handle the
job? He begins with a number
of assets—the trust and ap-
proval of Diaspora Jewry; a
good rapport with Mendel
Kaplan, the new, hands-on
chairman of the Jewish Agen-
cy Board of Governors; proven
diplomatic skills.
But it is his largely-
untested administrative abili-
ties that will be critical to his
success in streamlining and
restructuring the Zionist
movement. He is also going to
have to shake the impression
that he is "an American
chairman" who owes an out-
size debt to the Reform and
Conservative blocs for playing
such a large role in propelling
him to power.
He is aware, too, that the ex-
citement and great expecta-
tions generated by his elec-
tions can easily, and quickly,
sour into dissillusionment.
