Rental Housing Is Key
To A Successful Aliyah

The president of
the local branch of
PNAI (Parents of North
American Israelis) notes that
75 percent of North American
olim ultimately return to the
United States and Canada
("Why Is It So Difficult?" Nov.
27 ). He says the
"backbreakers" for the oleh
"are finding a place to live
and a job." He tells of housing
that's around $100,000 and
"there's no such thing as a
mortgage."
The solution? He proposes
that our Jewish Welfare
Federation raise at least
$10,000 to provide no-interest
loans for olim with short-term
cash problems and also that a
number of federations should
make mortgage money
available.
That would help — but not
very much. It is like throwing
the end of a ten-foot rope to a
drowning man a hundred feet
from shore. It just won't solve
the problem. If we are going
to promote aliyah, let us do it
right.
Like he says, the problem is
our people can't find a place
to live they can afford. A long
way back, Israel's leaders
started out with the enlight-
ened idea that every Jew
should own his own home.
But the facts are that homes
are almost as expensive there
as here in America, while
wages are only about one-
third. The excessive cost of a
place to live in Israel is due to
high taxes, high land costs
from JNF and poor building
methods. What we build in
America in six months, takes
them two or three years. It is
that the high cost of housing
with no alternative to home
ownership that drives people
to leave. Young Israelis and
those that come on aliyah get
some state aid, but not
enough to offset the high cost.
What is desperately needed
is affordable rental housing,
So why can't our Jewish
Welfare Federation build at
least 1,000 units of rental
housing in Israel? Perhaps
together with the federations
of Cleveland and Chicago. As
a non-profit project of the
American Jewish community
the Israeli authorities should
be willing to forego their

usual taxes on house con-
struction. That would cut the
cost in half. And maybe JNF
might be persuaded that
housing is more important
than trees and will make land
available at reasonable cast.
A good location would be in
the beautiful rolling hills of
the Galilee overlooking the
Mediterranean, north of
Haifa. Haifa is the home of
the Technion-Israel Institute
of Technology. It is the center
of many high-tech, start-up
companies to provide jobs.
We are talking about at
least $25 million. But while
the project would be non-
profit, it need not be at a loss.
In time, the federations
should get their money back.
For many years native-born
Israeli Jews have been settl-
ing in America, while very
few American Jews settle in
their national homeland.
This a problem with serious
consequences. Should we con-
tinue to do nothing?

Anne Pollard
Treated At
Mayo Clinic

Washington — Anne Hen-
derson-Pollard, the wife of
convicted Israeli spy
Jonathan Jay Pollard, has
been temporarily moved to a
prison in Rochester, Min-
nesota near the famed Mayo
Medical Clinic in order to
receive treatment for her rare
stomach disorder, family
members disclosed last week.
They said that prison
authorities in Lexington,
Kentucky, where Henderson-
Pollard has been serving her
five-year sentence, had
authorized the move in the
face of many public expres-
sions of concern over her
deteriorating health.
They said she would receive
a thorough medical examina-
tion at the Mayo Clinic.
Henderson-Pollard, 27 years
old, pleaded guilty to charges
of illegally possessing
classified documents. Her
33-year-old husband, who is
serving a life sentence in
Springfield, Missouri,
pleaded guilty to espionage
on behalf of Israel.

Henderson-Pollard suffers
from biliary dyskinesia, a
disease which makes it very
difficult for her to digest food.
Since her arrest on Nov. 22,
1985, she has lost over 60
pounds.
